The Project Director is responsible for the execution of the overall operation of the project, its performance to contract requirements, and MAXIMUS quality and performance.
Essential Job Duties:
Administer an enterprise-wide Project Management effort and Project Plan for activities under this Contract, including both implementation and ongoing operations.
Serve as a single point of contact for the State and have overall responsibility for the Contractor's functions.
Possess the authority to make decisions and resolve problems on behalf of the Contractor with the State.
Maintain a process of Quality Assurance that complies with the Contractor's approved QA Plan for all areas of Contractor responsibility set forth in this Contract, including, but not limited to: call intake, application processing, and document handling.
Assists the Vice President and Officer in Charge with the day-to-day running of the project operational departments, Central Operations and Call Center, and ensure compliance with the requirements of the Contract and all subsequent amendments, program business rules, as well as state and federal regulations.
Establishes and maintains effective working relationships with the client and key stakeholders such as State employees, community agencies, and subcontractors in support of effective partnerships.
Facilitates communication on project status, to include applicable corrective and preventive actions, to members of Senior Management and the Vice President and Officer in Charge.
Directly supervises key Project staff as determined by the Vice President and Officer in Charge.
Works with the Vice President and Officer in Charge to develop performance goals and objectives for the project and staff, and monitors the achievement of those goals.
Assists in the creation and implementation of innovative methodologies to continually streamline and improve project operations and outcomes.
Works closely with members of the Senior Management team in support of performance objectives related to business process improvement initiatives.
Ensures compliance with MAXIMUS standards and procedures for project operations.
Performs other duties as may be assigned by management.
Education and Experience Requirements:
Bachelor's degree from an accredited college or university in a Public Health, Business, Management, or related field;
Master's Degree preferred;
Minimum of five years experience in public sector management or administration of health service programs;
Strong understanding of state, county, and local government programs including those related to health and human services;
Experience managing mail room, imaging and call center operations experience;
Ability to effectively manage and motivate people and projects;
Excellent organizational, interpersonal, written, and verbal communication skills;
Ability to perform exceptionally in a fast-paced, deadline-oriented work environment; the ability to successfully execute many complex tasks simultaneously;
Ability to work as a team member, as well as independently; excellent people management;
Demonstrated ability to manage large scale projects; computer literate.
Preferred qualifications include a master's degree in a related field; knowledge of Medicaid and CHIP programs; PMP Certification, but at a minimum, project management skills to include fiscal management, project start-up activities, contract management, procurement processes and client management.
